Oscar is a fine young man. We figure he is between two and three. Unfortunately, he has had a tough beginning and consequently, really hasn't had an opportunity to enjoy life until placed in loving foster care four months ago. Oscar was turned into a shelter when a related family member of the owner found him chained and staked in the back yard. He suffered from imbedded chains around the neck and broken teeth from trying to free himself. He was severely underfed with access to minimal and a poor water source. Now Oscar's health is back, temperament more trusting and he is ready for a loving home and caring environment; he deserves no less. Oscar is in foster care in N. Cal.
